Description

Changeis, Inc. is an award-winning 8(a) certified, woman-owned small business that provides management consulting and engineering services to both public and private sectors. We are currently looking for a dynamic, knowledgeable, and results-orientated Business Analyst to join our team. This positon involves heavy analysis, project management and specific budgeting projects. Specific job functions and requirements include:

  • Support the preparation, execution, and monitoring of operations (OPS) and facilities and equipment (F&E) budgets. Track budgets and tasks across fiscal years, authorizations, appropriations, commitments, obligations, and expenditures for the program and projects 
  • Develop, coordinate, and track budget instruments, such as Service Order Agreements (SOAs), Program Scope Agreements (PgSAs), and Project Level Agreements (PLAs) 
  • Analyze program budgets including budget adjustments due to program changes and accounting reports and provide budget reports. Prepare daily, weekly, and monthly financial status and reporting documentation incorporating spreadsheets, charts, briefings, and progress reports 
  • Verify that budget adjustments are made in accordance with program changes
  • Make recommendations on funding requests
  • Prepare program funding and spending status reports. 
  • Support the creation, execution, and maintenance of spend plans and provide special reporting when directed by the COR
  • Initiate Purchase Requests (PR), Purchase Orders (PO), and Purchase Authorizations (PA) for COR approval using PRISM and other FAA approved systems
  • Support the preparation of OMB Exhibit 55, Capital Investment Plan (CIP), Resource Planning Documents (RPD), and related financial documents
  • Develop Program Travel Budgets and Plans, reconcile and revise plans against actual travel expenditures, and prepare status and affordability reports
  • Support the development, maintenance, and publishing of business plans in accordance with Agency policies and when directed by the COR
  • Support risk management activities including identification and documentation of risks, issues, events, and opportunities, and identification, development, and documentation of risk mitigation plans
  • Perform business data analytics using Tableau and other analysis tools when directed by the COR
  • Provide reports and white papers based on analyses to support decision making and management briefings
  • Develop and present briefings when directed by the COR and provide recommendations in support of organization development
  • Refinement and implementation of strategic direction geared toward continuous improvement and evolution of operations
  • Development and refinement of strategic communications
  • Communication strategy, employee engagement, organizational learning, strategic planning, organizational design, organizational assessment, workload & staffing assignments, organizational expertise on skill assessments, staff or position core competencies
  • Support change management efforts and provide recommendations
  • Support business process reengineering (BPR) to include developing requirements, as well as technical and reporting solutions for related programs and data
  • Collaborate closely with developers to implement the requirements, provide necessary guidance to testers during QA process 
  • Identify improvement opportunities (proactive and reactive)
  • Elicit and clearly document business and systems requirements 
  • Assess business process and system inefficiencies 
  • Identify ways to increase adoption and customer satisfaction 
  • Demonstrated fluency in business processes and process differentiation 
  • Ability to analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes
  • Position Requirements
  • 8 years of relevant experience as a Financial Business Analyst with a Bachelor’s degree
  • Must have experience working on large scale projects as well as handling day-to-day operational requests from the business 
  • Demonstrated project management experience 
  • Ability to successfully manage multiple tasks at any given point 
  • Understanding of Indices, fundamentals and analytical data, returns level data etc 
  • Strong background in data analysis including proficiency with SQL and Microsoft Excel
