Leadwill work with NJVC's customer, the Office of the CIO (OCIO) of the

Alcohol and Tobacco Tax and Trade Bureau (TTB) under the Department of the

Treasury in achieving their mission. TheCPIC

Leadwill provide leadership, guidance, and direction in applying IT

resources by adopting the OCIO IT goals as the standard.

Duties and


* Participate

in Treasury CPIC meetings and follow up on action items;

* Modernize and secure TTB's

technology and information resources

* Improve customer value by

increasing the quality and lowering the cost of TTB's IT Products and Services

* Design user-friendly tools and

programs to improve customer service, lower barriers to voluntary compliance,

and deliver trusted services

* Responsible for managing all work

across program area 4, Acquisitions and Budgeting.

* Schedule

Quarterly CPIC reviews, Investment Review Board Meetings, develop the agenda

and briefing materials, and distribute meeting minutes

* Provide Information Technology -

Program Management (IT-PM) Support Services.

**These support services are organized into five program areas:**

* Infrastructure and Customer Service

* Software Development and

Maintenance/Software Quality Assurance,

* Data Management and Architecture/IT

Strategic Planning,

* Acquisitions and Budgeting, and

* Information Security.

* Support

OCIO's Implementation of Technology Business Management (TBM).

* Conduct organizational studies and

evaluations, design systems and procedures, conduct work simplification and

measurement studies, and prepare operations and procedures manuals to assist

management in operating more efficiently and effectively.

* Support

formulation, planning and execution of the budget for the Office of the CIO.

Coordinate with technical staff members for areas like infrastructure refresh,

software maintenance renewals, hardware maintenance renewals, and review and

coordination with the Departments Shared Services Program (formerly the working

capital fund).

* Support

the Bureau's IT category manager. Identify core areas of spend, leverages

shared best practices and investigates and recommends appropriate enterprise

solutions and contract vehicles.

* Assist

in oversight and management of all aspects of IT acquisition for the Office of

the CIO. Enter all requisitions in the PRISM acquisition system. Track

acquisitions against budget authority, commitments, unpaid obligations,

expenditures and total actuals. Monitor the Office of the CIO progress against

Department small business goals. Support review of acquisition plans, vendor

proposals, and negotiation memoranda associated with highly complex, large

dollar value solicitations and contracts in support of the overall TTB mission.

* Assist

TTB stakeholders in the preparation, coordination, review and submission of

TTB's IT budget submission, including the IT Portfolio (formerly Exhibit 53)

and Major Business Cases (also known as the OMB 300's) for TTB's investments;


* Act in a supervisory and leadership

role across this work area as well as responsibility for weekly reporting


* Other

* A Bachelor's Degree from an

accredited university

* An

additional 4 years of experience may be used in lieu of degree

* 6 years professional experience

related to IT budgeting, planning and forecasting:

* 5

years of experience related Government contract finance and budgeting

* A

minimum of 1 year of experience in Portfolio Management

Knowledge, Skills

and Abilities:

* Knowledge of principles and

processes for providing customer and personal services. This includes customer

needs assessment, meeting quality standards for services, and evaluation of

customer satisfaction.

* Proficiency with Microsoft Excel.
